	International experience of model of providing medical service 
	
	The report on telemedicine of world health organization in 2012 shows telemedicine brings greater benefits to the developing countries whose medical service is not enough. Because in these countries, basic medical problems have not been solved, and telemedicine provides the people in shortage of medical care with access to get health care, and meet the unmet medical needs, with a positive impact on the overall health care services.
	
	This truth applies in China. As a developing country, the most dramatic reform of the medical service system is the breakthrough of the cutting-edge clinical technology (treatment), but how to guarantee the quality and efficiency of service and the patient's ability to pay through the system and mechanism reform in expanding health services accessibility. New medical service pattern including telemedicine provides a very broad space for it.
	
	 Professional division of labor in medical services
	In traditional medical services, medical services are provided by hospitals and doctors' clinics, and in terms of seeing the doctor, test, diagnosis, treatment, postoperative rehabilitation, and chronic disease management, these two types of institutions almost cover all the functions, and this large and comprehensive institution has high operating cost, of which main function is not clear, with a lot of cost in the daily operations, and failure in the treatment of patients. And newly emerging medical service mode shows the characteristics of more specialized division of labor, distributes multiple functions into independent organizations, and provides cheaper and more efficient service for patients with the progress of information technology, diagnosis and treatment technology.
	
	 Only in terms of distributing diagnosis and treatment to different agencies, it already can significantly improve the service efficiency. With the help of information technology, patients can upload their own test results through the Internet, and obtain from accurate diagnosis from professional doctors, and treatment can be done by miniature clinics, hospitals, etc. Based on the diagnosis precision, the treatment of many diseases is controllable and reproducible process, and physician assistants and even nurses can complete the treatment.
 
	 Establishing coordination network and promoting patient’s self-treatment
	Internet with rapid development and existing everywhere also brings new possibility to treatment and management of chronic disease. 
	The therapeutic effect of many chronic diseases is closely related to the patient’s way of life and daily behavior. How to improve the compliance of patients with chronic diseases on the treatment is the problem for many doctors; just relying on the doctor’s prescription, obviously, its effect is limited, and huge and long-term costs of chronic diseases has increasingly become the main burden of disease in many countries.
